2023 West Norfolk Borough Council Elections
May 4th is local election day. Voting is important, but we see it as the “bare minimum” and the real work fighting for change happens every day, not just once every four years.
Your local Extinction Rebellion group has reached out to all candidates standing for election to Borough Council of King’s Lynn & West Norfolk. We asked them to sign up to a list of four pledges on topics we think we key to tackling the climate and ecological emergency within West Norfolk.
Some candidates signed up for all the pledges without question, some signed up for a few of them, and some did not respond.
We only asked the candidates to commit to each pledge, but some gave more detailed responses. Below are their full responses, where given.

Joshua Osborne – Labour
1. Protecting Nature
I support making protecting biodiversity and reversing the decline in habitats a priority in every council decision.
2. Climate Emergency
I support West Norfolk wide net-zero emissions by 2030 – this will depend on other levels of government too as there is only so much that the Council can control (cannot insulate every non new-build home etc.
3. Wash Barrier
I will consider the impact of the Wash Barrier once more preparatory work has been done as there is potential for much of Norfolk’s electricity to be generated with zero carbon electricity but potential risks too.
4. Water Pollution
I support holding those to account who pollute water in West Norfolk and elsewhere with a stronger system than is currently in operation.

David Sayers, John Crofts, Rob Colwell – Liberal Democrat
I can confirm the Liberal Democrat candidates for Gaywood North Bank, David Sayers, John Crofts and myself, for whom I am acting as agent for all, agree to all 4 pledges.
Vicky Fairweather – Green Party
1) Definitely. I’ve been a conservation volunteer for 15 years and a particular desire of mine is to see the linking up of fragmented habitats, through the protection and enhancement of our existing green corridors and development of new ones. I’m also enthusiastic about sustainable urban drainage schemes and would push for the incorporation of more green spaces and street trees within our streets and business, shopping and industrial areas, including by reducing space for motor traffic to create more room for this.
2) Absolutely. I would hold the Council to account for its failure to back up its Climate Emergency declaration with action, and challenge why polluting events such as the car and motorcycle shows are still on the agenda two years after declaring a climate emergency. I support returning some of the car parking areas in Lynn to public social space, and would push for a shift away from car-centric policies towards making it easier for people to get around the town by walking, cycling and public transport.
3) Yes. The Wash is an internationally important area for migrating birds and is incredibly sensitive. I’d add my voice to those calling for common sense to be applied to this proposal (I believe the government will make the final decision on this scheme).
4) Yes. The on-going issues with pollution in the Gaywood River, the fact that all the rivers in the country are failing to meet pollution standards, and the declining bathing water quality and washing up of sewage on our previously award-winning beaches are all disgraceful. Those responsible need to be pressurised to clean up their act- now.

Rob Archer, Claire Isabel Archer – Green Party
1) Goes without saying. I shall be pushing for genuine habitat mitigation for developments – not attempting to use the same land twice (as at Lynnsport) or badly done tree planting.
2) Absolutely. I believe it is achievable but will take a bit of ambition. I’m already calling for the Cycling & Walking plans to be actually implemented, as well as a second rail station to serve the Hardwick, South Lynn and (if it goes ahead) the proposed new development at West Winch.
3) Obviously. The effect on biodiversity in the internationally-important Wash would be devastating, not to mention a new motorway through West Norfolk to get to it! It’s also not technically viable as the middle of the Wash is nearly 200m deep.
4) Definitely. We’ve had sewage warnings on several West Norfolk beaches last summer. The once-lovely Gaywood River is polluted and almost dead in its lower reaches and the Nar is following suit.

I don’t know enough about this scheme, so at present I cannot say. What I can say is that if elected I will conduct my own thorough review of the scheme, and ensure that I act in accordance with protecting biodiversity and nature.

Michael de Whalley – Green Party
Yes. I Chair Gaywood Valley Conservation Group and volunteer when and wherever possible. I have been championing nature and biodiversity at the Borough Council for the last four years.
2. Yes. I pressed from the very beginning, including motions to Council, for the Climate Emergency to be declared and continue to press for more urgent action.
3. I have highlighted the many concerns surrounding this project, called for an informed debate through Council, written articles and alerted conservation organisations to the proposals at the earliest opportunity. The Wash is a Ramsar site meaning it is a wetland protected by international treaty. However, these are very early stages and there is a distinct possibility I will find myself sitting on a planning committee voting on these plans, so I need to keep an open mind to ensure all aspects are considered and given appropriate weight.
4. Yes. I have been working with Norfolk Rivers Trust on Gaywood River initiatives. Currently frustrated in my attempts to gain more support to help protect the Gaywood River from inappropriate development through a Neighbourhood Plan. I have also worked with friends of Horsley Seals to ban flying rings on Council beaches as well as highlighting wider plastic pollution issues. Pressure must continue to be applied to Anglian Water to improve their smaller treatment works and address all too regular overflow/outflow into rivers and the sea.
